Hr15 engine surge after cleaning throttle body, broken ecu???

Hello guys, I am Gabriel from New Zealand. I have a friend, she came a few weeks ago home so I can replace her spark plugs. She drives a Nissan Note 1.5 with a HR15 engine, thats also is used in the Nissan Tiida (Versa) here in NZ.
After replacing spark plugs, I did the really bad desition of cleaning the throttle body with carb cleaner. I DIDNT NOT DISCONECT IT. After putting everything back together, started the car and puf...... rpm at 3000 for about 2 minutes, then car surge between 1000 and 3000 rpm all the time.
Toke it to nissan dealer, they made me change throttle body, but nothing change. They try to access the ECU to make it re learn the iddle, but didnt work.
They ask me to replace ECU and throttle body for a second hand with same part nummber. I did it. Didnt work.
Nissan is asking me to replace ECU and throttle body for a NEW one, imported from Japan, at a cost of $5680 dollars (about 4500USD) yeeeessss..........
So I would like to ask, if anyone has come to a problem like this, in which ECU does not admit any changes, and that the only solution is a new ECU..... is this possible? 4 weeks spend trying to fix it, I am buying my friend a new car, so I can spend what ever it take to repair......

First thing to check would be any fuses that control the ecu. Second.............go over all the work you did to see if any and all electrical plugs have been damaged or disconnected. If everything looks good, try the information on the link below. I know it is not for you vehicle, but you have nothing to lose. Good luck!!!!

I'd forget the ECM there and concentrate on finding the vacuum leak which is likely there somewhere. It's not that the ECM is refusing any changes there, rather it tries to change but the active situation is still flawed and the air leak prevents the ECM from correcting as the leak is out of ECM control range to do it. The actual range of idle airflow the ECM can control is quite limited.
