AMC, I apologize for letting you get the impression I was doubting your skill and experience. I was not. But, I'm a teacher, and my profession is essentially to look for all the ways that what I've explained could be misunderstood, and all the ways that I might have misunderstood a question. So, I was concerned that I such misunderstandings might be taking place. Anyway, no insult intended.
Meanwhile... I took it apart, and have now replaced the radiator, top and bottom hoses, bottom thermostat, and the radiator support crossmember (this was bent when the bozos crashed it). And guess what... It's now cooling properly. (and thanks to the not-bent crossmember, the hood closes properly too now!)
So, previously, it would warm up till it hit 101C (OBDII coolant temp reading) then the fan would kick on. Then the temperature would wander between 101C and 108C with the fan on permanently, even if it was Colorado cold and the stupid thing was freewheeling down a long hill.
Now, however, It gets to 90C and then the temperature dropped very suddenly back to 80C, and then it continued to wander between those two temperatures.
I attribute the cure to two things. Partly, the old radiator was indeed (as AMC suggested a long while back) significantly clogged. However, the main issue I suspect was that the pirates from whom I foolishly bought this had put a 203F thermostat which also had no jiggle bleed pin hole, in the bottom, where there should have been a 180F thermostat. The new one is the correct temperature (180F ~ 80C) and has the bleed hole, which is probably in part why I was able to fill the radiator properly.
So, again, apologies for being a scaredy cat and pest, but thanks again everyone for your support. For the record, 80~90C / 180~195F seems to be the "normal" running temperature for this engine when all the cooling system components are "right".
(Oh, and scarecrowjinn, yes, I had verified the temperature sender was in the right ballpark with one of those infrared laser thermometers).
