Fog Lights question

I installed fog lights, Versa 2011. The car was prewired, so I used existing wiring and replaced the stalk switch. However, the lights come on only with low beam. I think they should come on also with parking lights? Is this a programming issue? Or the stalk switch I used is bad (got a used one from eBay)?

I got a feeling they are supposed to be like that, fogs are not high enough in lumens to be by themselves. Usually only around 35 watts or so. People have to be able to see you as well.............my Fords do the exact same.

Hm ... the idea of fog lights is to be low, close to the ground, and spread the light under the fog. What's the use if low beam lights still create a white wall in front of you?
The kit I purchased came with a separate switch. I think I'm going to use it to override the factory setup. I just need to find a point in BCM where ground is only when ignition is on, otherwise wife is going to forget them on and kill the battery.
Anyone knows if there is such a point in BCM? FYI the original fog light relay has positive always on and the BCM gives it ground when ECM allows fogs to be turned on. This means easiest mod would be just one-wire mod ... if there was a point in BCM that gives ground when the ignition is on.
