Dealer used used parts for my warranty repair?

My door panel arm rests were coming undone so the dealer agreed to replace them. Today they did. But the thing is, the panels they put on are used- the small storage compartment space right beneath the buttons is filthy and sticky. Are they allowed to use used parts for warranty work? I am kind of in disbelief that they could do such a thing.

I don't believe they are suppose to under warranty. I'd take the above advice and complain to corporate.
