Depending on how the air entry is there and if the outside fresh air was open then car suddenly changing direction can cut off the air for a second due to turbulence, then the fan speeds up because there is less density to bite at.

Take any blower with output or input you can block by hand and do it and see what the fan motor does, it speeds up.
