I'm also deciding on what size of rims to buy. I do live in Winnipeg, where we have very harsh winters with lots of snow. So i'm going to be buying winter tires for the stock rims and i'm thinking of getting 17's for the spring/summer/fall months. I don't think i can get away with lowering the car unfortunatly or i'll turn the front end into more of a snow plow then it already is haha.

As far as suspension goes i would agree with Tubtub, Tein is probably your best bet. Its what I had on my eclipse before i parted it out. Good Luck!
