Probably because the steel wheels come with full wheel covers, so you won't see them. One of my full wheel covers popped off while I was driving & I never found it. So i just took the other 3 off, cleaned/waxed the steel wheels, and I like the look of them better without the full wheel cover (except for the rust in the center, which is what i'm trying to cover up)

Really I'm only looking to cover up the rusty axle...i guess the more appropriate name would be axle caps?
