I have a 2013 Nissan Versa while driving the air is cool or cold but when idled the air is warm. I was told it could be the fans are not working any suggestions on how to fix this besides going to a dealer

Welcome aboard.

So when you idle its warm, when driven its cool or cold? What if you rev the engine when stationary?

If it gets cooler when you rev the engine when parked you are low on freon.

If it gets cooler the faster you drive, yup its an air flow issue to the condenser. You should see the fan under the hood come on as soon as you turn on the ac, then it should vary or ramp up in speed as additional cooling is needed.

Go to a shop and have the system evacuated and recharged, doesn't have to be a dealer.
If they say the accumulator/dryer has to be replaced, have it done. The desiccant in it to remove moisture from the system becomes less effective over time.
It is not the shop trying to rip you off.

R-134A does break down and lose its effective cooling capacity, so while the system may be charged properly, it will not cool as well as when new.
When you are getting warmer air, it could be from the compressor cycling.
