Last poster, look at the clockspring, the likely problem for the original poster as well. It is a ribbon that spirals around the steering center as the wheel is turned and it breaks very easy internally after some time of doing it over and over hundreds of times. It can work horn straight ahead but turn wheel and it quits, the break in the ribbon opens up. It can mess up cruise control and airbags too if you break contacts for those, they are in that part too. Anything mounted on the steering wheel can have trouble with that.
