TSB's are not the same as recalls. You will have to pay for the parts and labor if not under warranty. The fuel pump access port is under the back seat. They will not be working under the car at all.
We really need a howto on here for this fuel pressure regulator issue with part numbers and pictures. Such a common issue.
Also just looked up prices. If you DIY your looking around $300 for a new pump and o-ring. I guess the regulator is part of the pump assembly so you need to replace the entire thing. I can't seem to find a part number for the regulator even though I swear I seen a post on here about it. If you have a dealer do it I bet would be 3-4 hours labor so my guess would be $700 +/- to get it all done at the dealer.
